There are others who's contracts are up at the end of the year and nothing has been announced about their return.

Contracts? Coaches do not have contracts in Wake County. Do they in other counties?

Even a coach who had a "contract" that was up at the end of the school year would be told he wasn't returning long before June and they would be looking for a replacement. If schools waited until the end of the school year, they would have a difficult time finding anyone very good to take over their program.

If they coach and teach they have a contract. It is when their teaching contract is up for renewal that a lot of coaches choose to resign.
