The issue resides in that a lot of the teams with rich traditions have trouble scheduling quality opponents, or teams are afraid to schedule quality non conference games because they fear losing those games. They are not scared of the teams themselves, but they fear losing a top seed in the playoffs. Similar to the BCS system lol
